In July 2024, Federal Executive Order 14321, “Ending Crime and Disorder on America’s Streets,” marked a sweeping shift in national homelessness policy. As Massachusetts confronts the intertwined crises of homelessness, addiction, and public safety, policymakers and practitioners stand at a crossroads—seeking to balance mandated care with the principles of self-determination and human dignity.
