The answer is: a lot already has.

Not all his impulses are wrongheaded. There is some merit in shaking up long-held assumptions about America’s proper role in the global order. But the President’s disdain for expertise and experience, his Administration’s extreme disorganization and dysfunctionality, and Trump’s erratic, often incoherent moves on the world stage suggest that chaos in American foreign policy is the new normal.

Ambassador Bellamy takes stock of the situation in Washington and of America’s rapid decline as an effective global actor.
